Mrs. Irene Odokai Messiba is a distinguished Ghanaian public-sector administrator with over two decades of experience in policy development, strategic planning, public-sector budgeting, monitoring and evaluation, institutional development and stakeholder engagement.
She currently serves as the Chief Director of the Ministry of Works, Housing and Water Resources, where she provides strategic administrative leadership and supports the coordination and implementation of the Ministry’s programmes across the works, housing and water-resources sectors.
Prior to her current appointment, Mrs. Messiba served as Director of Policy Planning, Budgeting, Monitoring and Evaluation at the Ministry of Works, Housing and Water Resources and previously as Director of Policy Planning, Monitoring and Evaluation at the Ministry of Transport. Her professional experience spans public-sector reform, resource management, social accountability, citizen engagement, financial analysis and policy formulation.
Throughout her career, Mrs. Messiba has contributed to major national initiatives in transport, infrastructure and public administration, including the Transport Sector Improvement Project, urban mobility initiatives and the development of Ghana’s National Electric Vehicle Policy. She has also served on the governing boards of public institutions, including the Ghana Maritime Authority, Metro Mass Transit and Architectural & Engineering Services Limited (AESL).
She has participated in numerous professional trainings, seminars, workshops and international conferences in Ghana and abroad, covering areas including public-sector governance, economic policy, strategic planning, budgeting, monitoring and evaluation, institutional development, social accountability, transport policy and sustainable development. Her international engagements include participation in ICAO civil aviation negotiations, the ICAO Traveller Identification Programme Symposium and United Nations Framework Convention on Climate Change Conferences of the Parties, among other professional and policy forums.
Mrs. Messiba holds a Master of Arts in Economic Policy Management from the University of Ghana, a Postgraduate Diploma in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), and a Postgraduate Certificate in Economic Risk Management from the University of Ghana Business School. She also holds a Bachelor of Arts in Economics from the University of Ghana and received her GCE O’ Level and A’ Level education at Achimota School.
With extensive experience at the intersection of public policy, governance, infrastructure and national development, Mrs. Messiba brings a wealth of knowledge in strategic leadership, institutional coordination, policy implementation, resource management and public-sector transformation.
