The Deputy Minister for Works, Housing and Water Resources, Hon. Gizella Tetteh-Agbotui, on 13th August 2026, has urged the National Homeownership Fund (NHF) and other housing institutions to move beyond policy statements and deliver practical solutions that make homes affordable for Ghanaians.
Speaking at the 4th Annual General Meeting of the National Homeownership Fund (NHF) at the Alisa Hotel, Hon. Tetteh-Agbotui said the government’s housing agenda requires institutions that can translate policy intentions into real interventions on the ground. She noted that while government provides policy direction, other players must play their part to close the housing gap.
“No single institution can address the housing challenge alone. Government must provide the policy direction and enabling environment; financial institutions must provide capital; developers must deliver efficiently; and institutions such as the National Homeownership Fund must help bridge the gaps that make housing inaccessible to many Ghanaians,” she said.
The Deputy Minister commended the NHF for rolling out initiatives to make housing accessible and affordable to the citizenry. She cited the recently signed VIRAL assessment agreement between Shelter Afrique Development Bank and the NHF, describing it as a step toward strengthening the Fund’s capacity to attract housing finance.
On district-level housing, Hon. Tetteh-Agbotui highlighted the Fund’s involvement in the construction of the Greenville District Housing Programme being implemented across eight selected districts. She said the programme is founded on the principle that decent housing should not be concentrated only in major urban centres. “Our districts are growing. People working in our districts also deserve access to decent, affordable and sustainable housing,” she added.
She pledged the Ministry’s support to strengthen collaboration, remove institutional bottlenecks and deepen partnerships to increase the supply of decent and affordable homes across the country.
The Chief Executive Officer (CEO) of NHF, Mr. Prosper Hoetu, said the Fund was preparing a new five-year strategic direction to de-risk investments and expand access to mortgages, and had partnered with Shelter Afrique to strengthen its institutional framework.
The Board Chairman of NHF, Okoamankra Kwame Akwonu X, also reaffirmed the Fund’s commitment to ensuring that government’s housing policies are translated into actions that benefit the Ghanaian public. He therefore called for stronger collaboration among stakeholders to bridge Ghana’s housing deficit.
