WHAT WE DO
The Ministry of Works, Housing and Water Resources is
responsible for the initiation and formulation of Government’s policies
and programmes for the Housing, Works and Water Resources sub-sectors of the Country.
In line with Sections 11 and 13 of the Civil Service Act, 1993 (PNDC Law 327) and by Executive Instrument (EI) 1 2025, the Ministry of Works, Housing and Water Resources is mandated to initiate and formulate policies for the Works, Housing and Water sector of the economy, as well as coordinate, monitor and evaluate the implementation of plans, programmes, and performance of the sector for national development.

The Ministry of Works, Housing and Water Resources exists to formulate, monitor and evaluate the implementation of policies, plans and programmes for the sustainable management and provision of public landed properties, flood control systems and coastal protection works, safe water and affordable housing using technical expertise and innovative methods, for all people living in the country.
- Accountability: We are responsible to both the Government and the public for our decisions and actions.
- Integrity: We shall not place ourselves under any financial or other obligation to any individual or organisation that might influence us in the performance of our official duties including awards of contracts, etc.
- Justice and Fairness: We shall make choices based solely on merit in carrying out public business including making public appointments, awarding contracts and or recommending individuals for awards or benefits.
- Diligence: We discharge meticulously all duties and tasks allocated to us with the aim of achieving the objectives thereof.
- Selflessness: We take decisions solely in terms of the interest of the public.
The strategic policy objectives are as follows:
• Increase resilience of coastal settlements and infrastructure,
• Reduce the impact of disasters on natural resources using a multi-sectoral approach,
• Enhance capacity to mitigate and reduce natural disasters, risks and vulnerability,
• Provide, maintain and protect public property and infrastructure,
• Increase access to adequate, safe, secure and affordable shelter,
• Ensure secured, adequate and sustainable financing of the sector,
• Upgrade existing slums and prevent the occurrence of new ones,
• Improve and accelerate housing delivery in the rural areas,
• Promote and facilitate private sector participation in the delivery of infrastructure in the works and housing sub-sectors.
• Improve human resource and build institutional management capacity,
• Establish database for efficient and effective planning.
• Create the enabling environment for rental accommodation.
• Ensure efficient management of water resources
The development goals of the Ministry are:
• To sustainably manage available resources to improve access to safe, secure, decent and affordable housing to reduce the huge deficit,
• To ensure the sustainable development of infrastructure facilities in the area of flood control systems, drainage, coastal protection works and operational hydrology.
• To contribute to improvement in the living standards of Ghanaians through increased access to, and use of safe water and sustainable management of water resources
